More Social Housing Renovations for Central Communities

Newfoundland and Labrador Housing Corporation has awarded contracts valued at $74,000 for renovations on five social housing properties in central Newfoundland.

“Renovating social housing throughout the province is an ongoing commitment and we are achieving great success,” said the Honourable Tom Hedderson, Minister Responsible for Newfoundland and Labrador Housing Corporation. “To date, we have renovated more than half of our units and each modernization and improvement project greatly enhances the quality of the properties and extends their availability.”

A contract valued at $43,000 was awarded to R.B.S. Technical Services Ltd. to replace windows, doors and shingles on one unit in Shoal Harbour, and to carry out repairs on two vacant units in Clarenville.

“I am delighted with the work taking place in Clarenville and Shoal Harbour,” said the Honourable Ross Wiseman, Speaker of the House of Assembly and MHA for Trinity North. “Each and every upgrade carried out by Newfoundland and Labrador Housing Corporation makes a positive difference in the lives of tenants.”

East-Glo Electric Ltd. was awarded a contract valued at $13,000 to replace shingles, eaves and windows on one unit in Glovertown.

“Newfoundland and Labrador Housing Corporation is doing a great job of renovating its social housing portfolio in this part of the province,” said Sandy Collins, MHA for Terra Nova. “Around Newfoundland and Labrador, these repairs will increase the longevity of units and help make these homes more comfortable for tenants.”

This work will be completed by early January 2012.

Foundation repairs have been completed on one unit in Noggin Cove. Bruce Lemieux completed the contract valued at $18,000.

“The work on this property in Noggin Cove will ensure it remains in good repair for years to come,” said Eli Cross, MHA for Bonavista North. “Each renovation and repair made through the Newfoundland and Labrador Housing Corporation’s modernization and improvement program, makes a positive difference in communities throughout our province.”

A Social Housing Plan for Newfoundland and Labrador – Secure Foundations, released by the Provincial Government in August 2009, outlines a long-term vision for social housing. It is aimed at improving the housing circumstances of low-income households and helping create healthier communities. Budget 2011 Standing Strong: For Prosperity. For Our Future. For Newfoundland and Labrador allocated $25.9 million for social housing infrastructure, including $10.4 million for maintenance and $12 million for renovations and improvements.

Newfoundland and Labrador Housing Corporation is the province’s largest landlord with approximately 5,573 non-profit social housing dwellings province-wide.

Social Housing Renovations Continue in Central

Newfoundland and Labrador Housing Corporation is renovating 14 social housing properties in three central Newfoundland towns through contracts totalling $142,000.

“Through the Newfoundland and Labrador Housing Corporation, the Provincial Government is making significant progress in renovating and repairing social housing throughout the province,” said the Honourable Tom Hedderson, Minister Responsible for Newfoundland and Labrador Housing Corporation. “This work will upgrade and modernize properties and is an investment in the future of our communities.”

A contract valued at $68,000 was awarded to Norseman Contractors Inc. to upgrade three units in Triton, replacing windows, siding, doors, shingles and ventilation systems. Notre Dame Agencies Ltd. completed $54,000 in renovations in South Brook, replacing shingles, eaves, windows, doors and waterlines on three units.

“It’s very good to see this work getting done in our area and shows Newfoundland and Labrador Housing Corporation’s commitment to maintaining its social housing portfolio,” said Ray Hunter, MHA for Grand Falls-Windsor – Green Bay South.

Temple’s Backhoe Services Ltd. was awarded a contract valued at $20,000 to repair weeping tile and foundation walls on eight units in Bishop’s Falls.

“The progress being made in maintaining these structures as viable affordable housing options is commendable,” said Clayton Forsey, MHA for Exploits. “These repairs in Bishop’s Falls will ensure the properties will be able to meet the needs of future tenants.”

Program Enables Homeowners in Western Newfoundland to Renovate

More than $3 million was invested in the Provincial Home Repair Program (PHRP) in western Newfoundland in the last year, enabling 860 homeowners with low incomes the opportunity to renovate and repair their homes. The Honourable Peter Penashue, Minister of Intergovernmental Affairs, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC), and the Honourable Tom Hedderson, Minister Responsible for Newfoundland and Labrador Housing Corporation (NLHC), made the announcement today.

“Renovations like these create jobs for families across the province and will benefit all communities in need,” said Minister Penashue. “When we get individuals and families into safe and affordable housing we are improving their health, making our neighbourhoods safer and increasing young Newfoundlander’s and Labradorian’s opportunities to prosper.”

“Every year we receive very positive feedback from homeowners throughout the province who benefit from the Provincial Home Repair Program,” said Minister Hedderson. “It allows homeowners throughout the province to make renovations and repairs that will help maintain their properties for years to come. This is a valued program that supports our communities and allows families to invest in the place that means the most to them.”

The types of repairs that can be undertaken with a PHRP loan or grant include upgrades to heating, electrical or plumbing systems, and renovations and retrofits to structures, foundations, windows, doors, roofing or siding. Applications are assessed in the order in which they are received and priority is given to emergency repairs. Applicants must be homeowners with annual incomes of $32,500 or less. The PHRP has provided more than $200 million to assist approximately 50,000 low-income households throughout the province since it began 36 years ago.

In September 2008, the Government of Canada committed to a five-year investment of more than $1.9 billion in housing and homelessness to address the needs of low-income Canadians, those at risk of homelessness, and the homeless. This included a two-year renewal of the Affordable Housing Initiative and renovation programs until March 31, 2011 with a commitment to consult on the use of the investments for the 2011-2014 period.

On August 16, 2011, the Governments of Canada and Newfoundland and Labrador announced a combined investment of close to $41 million under the new Agreement for Investment in Affordable Housing 2011-2014. Following the signing of this agreement, the Provincial Government through Newfoundland and Labrador Housing Corporation, extended PHRP for another three years.

The Provincial Government is investing an additional $12 million in PHRP over the next three years, for a total provincial investment of $24 million. This increases the total PHRP budget for program years 2011-2014 to $36 million. This investment directly supports the goals of the Social Housing Plan for Newfoundland and Labrador – Secure Foundations, released by the Provincial Government in August 2009, outlining a long-term vision for social housing. It is aimed at improving the housing circumstances of low-income households and helping create healthier communities.

The PHRP serves an average 2,500 households annually, mostly in rural communities throughout the province. A maximum grant of $5,000 is available to homeowners on the island while in Labrador a maximum grant of $6,500 is available. Program Enables Labrador Homeowners to Renovate Their Homes

Through an investment of approximately $208,000, the Provincial Home Repair Program (PHRP) enabled 49 homeowners with low incomes throughout Labrador to make renovations in the past year.
