The Newfoundland and Labrador Housing Corporation (NLHC) today issued three requests for proposals (RFPs) for ongoing housing and in-home supports for 75 individuals in St. John’s. This is the latest step in shifting government’s transitional and supportive living response from Horizons at 106 into an in-community supportive model.
In recent months, staff with NLHC have met with the 59 tenants currently residing at Horizons at 106 to determine what support they require. Of these, more than 10 people have been deemed ready for independent living and have accepted placement in NLHC homes. Those remaining have been determined to need various levels of ongoing supportive services as they continue to work toward independent living.
RFPs were developed for three different levels of ongoing community-based support and housing. This includes:
Each RFP specified the housing needs, supportive services and other consideration specific to each level of support.
In addition to housing those who currently reside at Horizons, successful operators will also work with NLHC to conduct intake for others identified from the emergency shelter system. This will support further transitions to more appropriate housing for people residing in shelters.
All three RFPs have a deadline of September 14, 2026, for submissions. The contract for Horizons at 106 expires on December 31, 2026.
