Newfoundland and Labrador Housing Corporation (NLHC) continues the revitalization of the Cashin Avenue neighbourhood with an investment of $977,000 to renovate and remodel an eight-unit social housing building.
“These renovations will see major remodelling of the building and will help create social housing spaces that will be an excellent fit for this vibrant neighbourhood,” said the Honourable Tom Hedderson, Minister Responsible for Newfoundland and Labrador Housing Corporation. “This work is a key part of the ongoing revitalization plan for this area that has also included substantial renovations to Froude Avenue Community Centre, the construction of four accessible homes, and renovations to many more units.”
G.S. Hunt Ltd. has been awarded the contract to carry out work on the building located at the corner of Vimy Avenue and Cashin Avenue.
In keeping with the goal of the Provincial Social Housing Plan – Secure Foundations, to improve the quality of NLHC homes, this work will address current demographic needs. The four units in the Cashin Avenue wing will become two-bedroom units with a third bedroom being converted into a laundry room. Three of the four-bedroom units in the Vimy Avenue wing will become three-bedroom units, which will create space for laundry facilities. A fourth unit will be made fully accessible with ramped entry, wider doors and hallways, and an accessible kitchen and bathroom.
The building will receive complete interior and exterior renovations, including new siding, windows, doors, interior walls and floors, new kitchens and bathrooms, and new electrical and ventilation systems. The anticipated completion date for this work is November 2012.
A Social Housing Plan for Newfoundland and Labrador – Secure Foundations, released by the Provincial Government in August 2009, outlines a long-term vision for social housing. For Newfoundland and Labrador also allocated $25.9 million for social housing infrastructure, including $10.4 million for maintenance and $12 million for renovations and improvements.
NLHC is the province’s largest landlord with approximately 5,573 non-profit social housing dwellings province-wide.

The following statement was given today in the House of Assembly by the Honourable Tom Hedderson, Minister Responsible for Newfoundland and Labrador Housing Corporation:
Mr. Speaker, I am pleased to rise today in this Honourable House to congratulate Newfoundland and Labrador Housing Corporation on being recognized for providing a Canadian first in accessible design.
This recognition comes from the Canadian Housing Renewal Association – an organization accepted as the national voice regarding affordable housing and homelessness issues. Recently, in its national newsletter, the association recognized Newfoundland and Labrador as the first province in the country to make Universal Design features mandatory for all new affordable and social housing constructions.
Mr. Speaker this is a progressive move. The Universal Design principles are internationally recognized and used for establishing accessible building standards, codes and regulations. Universal Design makes living spaces more accessible for many people, with or without disabilities, at as many stages in life as possible.
Requirements such as level entry, wider doorways and halls, and washrooms on the main floor create housing that leads to more inclusive neighborhoods for the tenants, friends, neighbours and family members with mobility disabilities.
Including Universal Design principles in future affordable and social housing construction supports the goals of the Provincial Government’s Social Housing Plan for Newfoundland and Labrador – Secure Foundations. The plan, which was established in 2009, places a high priority on developing affordable housing for persons with disabilities, seniors, and those who require supports to live independently. The decision to make Universal Design features mandatory for new constructions is also cost effective, as it creates living spaces that suit a wide variety of needs, thereby reducing future renovation costs. In addition, this new direction for accessible housing construction is in keeping with other efforts to enhance inclusion, such as the establishment of the Disability Policy Office and the creation of the Provincial Advisory Council on the Status of Persons with Disabilities. It is also supportive of our Healthy Aging Policy Framework and the work of the Provincial Advisory Council on Aging and Seniors.
Mr. Speaker, the Newfoundland and Labrador Housing Corporation is demonstrating national leadership in the development of affordable housing options for the people of our province, and I ask fellow members to join me in applauding these efforts to advance accessibility and inclusion in Newfoundland and Labrador.
Newfoundland and Labrador Housing Corporation (NLHC) has awarded contracts valued at $102,500 for the completion of upgrades to three social housing units in St. John’s.
“This work is part of our ongoing modernization and improvement program to upgrade affordable housing units,” said the Honourable Tom Hedderson, Minister Responsible for Newfoundland and Labrador Housing Corporation. “Extensive renovations have been carried out across the province and I am very pleased with the positive impact this work is having.”
G.S. Hunt Ltd. has been awarded a contract valued at $86,000 to make enhancements to two units on New Pennywell Road. It is anticipated the work will be completed work in July 2012. Avalon Design & Installations has been awarded a contract valued at $16,500 to renovate a unit on Barry Place. The anticipated completion date for this work is April 2012.
“Newfoundland and Labrador Housing Corporation is investing substantial funds to renovate its rental units,” said Tom Osborne, MHA for St. John’s South. “The work will ensure the units are upgraded for continual use, and will promote the well-being of tenants for years to come.”
